It should come as no surprise that Michigan had the highest unemployment rate in the country in September of 2009 (15.3 percent). Michigan topped the states in September of 2008, 2007, and 2006. Several western states, including Nevada, Idaho, California, and Arizona, witnessed larger over-the-year changes between 2007 and 2008, as did Rhode Island and Florida.
